The 2025 APC Sheller MOU for the export of peanuts to the European Union/United Kingdom for food and feed use is critical in re-establishing a working relationship with the EU and UK so that we can jointly resolve technical issues causing excessive aflatoxin border rejections. Submission of the signed MOU certification packet demonstrates that the sheller is committed to meeting the EU/UK’s quality procedures and standards for the control of aflatoxin in peanuts for food and feed use.
The Peanut Export Program (PEP) was developed to meet European Union (EU) and United Kingdom (UK) expectations for a formal aflatoxin control program for U.S. peanut exports to EU Member States and the UK, specifically EC 2023/915. The Program provides standardized sampling, analytical certification, and traceability with equivalency to that used by the EU and UK for official testing of peanuts at the port of entry or Border Control Point (BCP).

This following files (.pdf) provide training on the 2025 EU/UK Aflatoxin Sheller Memorandum of Understanding (MOU). The 2024 Sheller MOU training provides a description of the EU market and defines the technical procedures needed to meet EU/UK aflatoxin food safety requirements. The 2025 Sheller MOU training defines the continuous improvement changes vs. the 2024 Sheller MOU. When the sheller signs the MOU and commits to following the listed procedures, the sheller is listed as an MOU signatory on the APC’s 2024 Sheller MOU public website and on the EU/UK-equivalent aflatoxin certificate.
